Our Team
Senior Managing Partner
I started my career in heavy civil construction at Kimmel & Associates in March of 2004. I spent my first year recruiting for multiple positions nationwide for the heavy civil group. I completed the Recruiter Certification Program in the first year and was fortunate enough to work with an exclusive senior group in the heavy civil division.
In April of 2005, I was promoted to a Consultant overseeing business development and recruiting for the mid-Atlantic and Northeast. I continued to serve my clients and candidates in that capacity while being promoted to Vice President.
During my 13-year tenure at Kimmel & Associates, I managed to achieve many accomplishments including, but not limited to:
- Largest retainer agreement in company history
- Multiple successful C-level placements
- Top ten in billings during my second year as a consultant
- Top 15% of billing for 9 out of 12 years (two of those twelve years, I traveled for 6 months and only worked the remaining 6 months)
- Awarded the Selfless Act of the Quarter twice
- Multiple Gold and Silver Sales Awards
- Over $3,500,000.00 in career billings
I founded HCRC Inc. in 2017 in an effort to continue to serve clients and candidates. We are developing programs and consulting initiatives to help our clients in more than just recruiting. This includes: onboarding and retention consulting, employee satisfaction assessments, succession consulting, company acquisition, and sales consulting.
I am an avid long-distance backpacker, having completed the Triple Crown (through hiking the lengths of the Appalachian Trail, Pacific Crest Trail, and Continental Divide trail) and, in 2016, completed the Te Araroa, which traverses the length of New Zealand. I also enjoy adventure motorcycle riding, kayak touring, bicycle touring, mountain biking, and photography.
Most importantly, I enjoy spending time with my loving family.
Operations Manager
Having graduated from Cal Poly, San Luis Obispo in June of 2020, I started here at HCRC in the September of 2020. My background prior to working here was predominantly in the service industry, and prior to that it was in the aquatics field. While those were fulfilling careers in their own way, my desire was to make a move forward into business, and thus I am grateful to have gotten this job.
My work here is predominantly focused upon our various means of marketing, which means frequent drafting and tweaking of content in order to make what we have to offer our clients and candidates more appealing, and really get across that we’re trying to help. Additionally, I handle our varied technology partners, accounting, and a number of other tasks that help HCRC continue to grow our competitive edge.
Outside of work, I love to run, hit the gym, explore the outdoors, scuba diving, as well as listening to and DJing music.
With 16 years of experience in the BPO industry, Rob has acquired expertise in various domains, including Sales, Customer Service, Technical Support, and Outbound Collections. His leadership skills shine through roles as a Team Leader and Admin Manager, where he successfully managed teams.
In 2019, Rob ventured into the realm of recruitment, focusing initially on the Healthcare industry. His recruitment journey includes experience in RPOs and executive search, covering C-level, law firm, accounting, technical, and IT roles. Known for his proficiency in full-cycle recruitment and adept candidate and client management, Rob has become a valuable asset in the field.
Rob has primarily recruited for general staffing and Manufacturing positions, engaging talents like forklift operators and production workers. Additionally, he has successfully placed professionals in Engineering roles such as Manufacturing Engineers, Industrial Maintenance Technicians, Composite Engineers, CNC Programmers, QA Managers, Industrial Electricians, and Tool and Die Makers. His reach extends to internal roles, including Recruiters, Account Executives, and Business Development Representatives.
Outside of work, Rob enjoys spending quality time with his family, embarking on road trips, and exploring local restaurants.

Jeff's expertise extends beyond administrative tasks, as he boasts over a decade of experience in website development and design. Having collaborated with various clients, he has honed his craft to create visually appealing and functional websites that leave a lasting impression. His proficiency in social media marketing further enhances his ability to connect with audiences and drive engagement.
Beyond the realm of professional accomplishments, Jeff Meneses is a multifaceted individual with a diverse set of interests. As an avid enthusiast of crime documentaries, he explores the intriguing world of mysteries and investigations in his free time. Jeff's love for sports shines through his passion for basketball and Formula 1, where he follows the exhilarating competitions with unwavering enthusiasm. Additionally, he enjoys unwinding with video games, embracing the virtual realm for both relaxation and entertainment.
